 Process Measures

Per SB 739, “on or after January 1, 2008….”, hospitals will  report 3 process measures. These are: Central Line Insertion (CLIP), Influenza Vaccination of Employees, and Surgical Prophylaxis.

The Advisory Committee broke into study groups to address details of each measure and the practicalities of implementation.

 Details on reporting will follow. No reporting is due now.  Directions for when reporting is required will come from CDPH.

 NHSN

bullet California is the FIRST state to require reporting of process measures (however, Delaware and Pennsylvania are following in our footsteps).
bullet As NHSN will be utilized by CDPH for reporting some process measures (probably influenza and central line insertion compliance), enrollment of your hospital is mandated.
bullet It is important to begin the process of enrolling your hospital in NHSN (only about 20 of the 450 hospitals in California are members currently).  One person per facility should be designated as the Facility Administrator.   
bullet Begin soon by going to http://www.cdc.gov/ncidod/dhqp/nhsn_members.html .
  1. Start by accepting rules of behavior and be ready to name a facility administrator (person with rights to all your data…probably you!).
  2. Persons from each facility who should get a digital certificate to be able to enter and look at data are ICPs and anyone who might be entering data.  This consists of completing 8 modules (~ 2 hrs each).
  3. Some facilities have noted that their firewalls have prevented access to the training. If this is true for YOU, contact your own IT department/person to resolve the issue.
bullet Legal questions are being researched and a summary will be provided in the future re: exposure, discoverability, etc. There may be no issues at all as HIPAA issues have been addressed.
bullet CDC will NOT be able to offer classes in California.
bullet Helpful details on getting enrolled that will be forthcoming. 

Surgical Prophylaxis

bullet Not on NHSN, may use SCIP, stay tuned and don’t panic if you don’t do SCIP.
